Another damaging section of the book reveals that Obama needed the withdrawal deadline for domestic political reasons, to keep the Democratic party happy. The revelations leave the president vulnerable to fresh attacks by Republicans just as Obama and the Democrats are struggling in the polls ahead of congressional mid-term elections in November.

The Republicans immediately seized on the president’s remark about the need for a deadline, and said party politics should not be dictating national security policy. “That’s what it’s all about folks, politics, pure politics,” a Republican National Committee spokesman, Doug Heye, said.

The book also threatens to damage already strained relations between Washington and the Afghan president, Hamid Karzai, as well as with Pakistan.

Today the White House did not dispute Woodward’s account, other than to correct a few minor points. But it stressed the extracts were selective and claimed that, when the book is read as a whole, Obama emerges as a president who is “analytical, strategic and decisive”.

Among the other revelations are:

? Obama’s special envoy, Richard Holbrooke, is quoted saying the Afghan policy “can’t work”. The vice-president, Joe Biden, describes Obama’s special envoy to Afghanistan, Richard Holbrooke, as “the most egotistical bastard I’ve ever met”.

? The CIA has set up a 3,000-man Afghan paramilitary unit for covert cross-border operations, including assassinations, against al-Qaida and Taliban havens, not only in Afghanistan but in Pakistan.

? US intelligence told Obama that Pakistan is not a reliable partner in the Afghan conflict. The president is quoted as saying: “We need to make clear to people that the cancer is in Pakistan.”

There was angry reaction to the book from Afghanistan, where the palace in Kabul denied Karzai has mental health problems. A close Karzai aide said the revelations would undermine a much improved relationship between Karzai and the Americans. “It adds fuel to the fire of our enemies. Can you imagine the laughter of Mullah Omar [the Taliban leader] over there, reading this?” the aide said.

But Abdullah Abdullah, foreign minister in Karzai’s first cabinet turned opponent in last year’s presidential election, said Karzai’s alleged mental problems had caused problems for the country. “It has affected the situation because it affects his decision-making.”

In Pakistan, senior officials said Woodword’s claims were out of date. “That was 2009 and this is 2010. Things have come a long way since then,” said Pakistan foreign office official, Abdul Basit.

Steve Clemons, director of the American Strategy Programme at the New American Fundation, which this month published a detailed report on Afghanistan, said the administration was due to review its policy in December and the revelations ensure “this will become a politial issue and re-open the convulsive process (last year’s debate on strategy). The political problem for the administration is they have to look as if not a pawn of the Pentagon.”

A UN-appointed panel said today that Israeli forces violated international law, “including international humanitarian and human rights law”, during and after their lethal attack on a flotilla of ships attempting to break the blockade of Gaza in May.

The UN Human Rights Council’s fact-finding mission judged Israel’s naval blockade of the Palestinian territory to be “unlawful” because there was a humanitarian crisis in Gaza at the time.

The panel’s report, published today, described Israel’s military response to the flotilla as “disproportionate” and said it “betrayed an unacceptable level of brutality”.

Eight Turkish activists and one Turkish-American were killed in the raid, which prompted international criticism of both the attack and Israel’s policy of blockading the Gaza Strip. Israel has since eased its embargo, although still refuses to allow full imports and exports and the free movement of people.

Israel says the soldiers acted in self-defence. But the mission criticised the Israeli government for failing to co-operate with its inquiry. “Regrettably to date, no information has been given to the mission by or on behalf of the government of Israel,” it said.

The panel was led by Karl Hudson-Phillips, a retired judge of the international criminal court and former attorney general of Trinidad and Tobago.

The report said: “The conduct of the Israeli military and other personnel towards the flotilla passengers was not only disproportionate to the occasion but demonstrated levels of totally unnecessary and incredible violence. It betrayed an unacceptable level of brutality. Such conduct cannot be justified or condoned on security or any other grounds. It constituted grave violations of human rights law and international humanitarian law.”

The panel concluded that there was “clear evidence” of wilful killing, torture or inhuman treatment and wilfully causing great suffering or serious injury to body or health ? all crimes under the Geneva Convention.

The panel expressed the hope that there would be “swift action” by the Israeli government to help victims achieve effective remedies. “The mission sincerely hopes that no impediment will be put in the way of those who suffered loss as a result of the unlawful actions of the Israeli military to be compensated adequately and promptly,” it said. It described the blockade of Gaza as “totally intolerable and unacceptable in the 21st century”.

The Israeli government has fiercely resisted demands for an independent international inquiry into the flotilla attacks, establishing three internal investigations to avert pressure from the UN, Europe and Turkey.

“In terms of withdrawal we don’t see this as simply a Team Scotland decision,” he said. “Any decision to withdraw we would see as being a collective decision amongst the countries who are already there and already concerned.”

He added: “We can’t allow ourselves to be influenced by thoughts of how it may impact on 2014, not when we have something as important as the safety of our athletes to consider.”

Although England had been allocated one of the more habitable of the 34 blocks in the athlete’s village, Hunter told the Guardian there had “not been much progress” in ensuring that it was fit for habitation in the week he had been there.

“I’m trying to remain eternally optimistic. But at some point we will reach the point of no return and that is when we will have to decide.”

While organisers continued to insist there were only “minor issues”, Hunter said that was patently not the case.

Commonwealth Games Federation president, Mike Fennell, will arrive in Delhi tomorrow and is likely to meet with the Indian prime minister for crisis talks aimed at saving the Games. Mike Hooper, CWF chief executive, said he would be seeking to draw a line under the blame game that has already begun and put pressure on the government to avoid more international embarrassment.

“There is a problem, it needs fixing. I’m not into pointing fingers. They have the next couple of days to put things right,” said Hooper. He said that while venues were built to a high standard, and he had no concerns over security, the sorry state of the village was a huge worry.

The beleaguered Delhi chief minister, Sheila Dikshit, played down the problems and accused the media of damaging India’s image. “Something may be dripping, some tile may collapse, doesn’t mean the entire Games are bad,” she told reporters.

It is now known that the accident on Tuesday, in which 27 were injured when a bridge connecting the athletes’ carpark to the main Jawaharlal Nehru Stadium collapsed, was caused when a metal pin worked loose detaching the main structure from its suspension cables.

Five workers remained in a critical condition, several with serious spinal injuries. Most of the injured were contracted labourers from poor rural areas. Campaigners say dozens of workers have been killed and hundreds injured in a succession of accidents at Games venues.

The world discus champion, Dani Samuels, of Australia pulled out of the Games because of security and health concerns, as did England’s world triple jump champion, Phillips Idowu. A host of other big name athletes, including Usain Bolt and Sir Chris Hoy, had already withdrawn for a variety of reasons.
